DinaCard is a national payment card of the Republic of Serbia used for payment of goods and services and for cash withdrawals. Additional services offered to consumers are: mobile phone payments, internet payments and payments directly at the Treasury Administration counters.

DinaCard system was set up in 2003 as a result of cooperation of the National Bank of Serbia and commercial banks, with the aim of stepping up the development of non-cash payments, decreasing the amount of cash in the money supply and fighting grey economy. Establishment of a national payment card enabled a great number of banks, which were not members of international payment systems, to offer to their clients a payment card which could be used in the overall acquiring network in Serbia (since December 2010 the card can be used abroad, too), without major up front investments. At the same time, special attention was paid to the accessibility of these cards, as well as to the interchange fees which are set in accordance with the conditions in the Serbian market.

DinaCard network is managed by the National Bank of Serbia.

  • Implementation of the new Law on Payment Services started, enabling other payment service providers beside banks to engage in payment card issuing and acquiring operations
  • NBS Governor Jorgovanka Tabaković and President of China UnionPay Shi Wenchao signed the Memorandum of Understanding defining cooperation between DinaCard and UnionPay systems
  • Online payments for all DinaCard holders
  • Interest-free instalment payments with debit DinaCard
  • The first DinaCard-UnionPay cards were issued and the first contactless payments were made, i.e. the first contactless transactions at POS with DinaCard-UnionPay cards in the DinaCard acceptance network within the pilot production implemented by the National Bank of Serbia, UnionPay International and Banka Poštanska štedionica
  • Discover and DinaCard systems concluded a strategic agreement on the acceptance of Discover Global Network cards in the DinaCard acceptance network
  • Acceptance of international UnionPay cards was enabled in Serbia in the DinaCard acceptance network of ATMs and POS terminals
  • Contactless DinaCard payments enabled
