Banks and other legal entities

The DinaCard network can be joined by commercial banks, other payment service providers and legal entities specialised in transaction processing (hereinafter: other legal entities). By joining the DinaCard network, banks (and other payment service providers) acquire the status of network members, and other legal entities the status of network participants. The application for joining the DinaCard programme is submitted in written form to the National Bank of Serbia. The National Bank of Serbia delivers all the documents required for joining the programme to the applicant banks, other payment service providers or other legal entities, and provides assistance and support in the certification process and further work.

Banks and other payment service providers

Participants of the DinaCard network can be commercial banks, other payment service providers and legal entities specialised in transaction processing and creation and personalisation of cards (hereinafter: other legal entities). By joining the DinaCard network, banks (and other payment service providers) receive the status of network members, and other legal entities the status of network participants. Application for DinaCard programme is submitted by banks, other payment service providers and other legal entities in written form to the National Bank of Serbia. The National Bank of Serbia delivers all the documents required for joining the programme to the bank, other payment service provider or other legal entity and it renders assistance and support in the certification process and further work.

  • Card issuance and cash disbursement at teller windows – entails the issuance of all types of DinaCard cards under the Operational rules of the DinaCard network and cash dispensing at POS terminals in outlets and branches;
  • Accepting cards at ATMs – entails cash dispensing, and other ATM transactions (balance enquiry, payment of bills, toping up prepaid mobile phone credits and alike);
  • Accepting cards at POS terminals in retail stores and online – entails signing contracts with merchants acceptors for accepting DinaCard cards in their retail stores and/or online;
  • Online payment with DinaCard cards – entails online payments with already issued debit and credit DinaCard cards and payment with virtual cards intended solely for online payments;
  • Accepting payments to DinaCard card holders – entails accepting of payment transactions from abroad and accepting of money transfer transactions in the country;
  • Transaction processing – entails card management, management and monitoring of ATMs and POS terminals, processing of payment transactions by mobile phones and processing of online transactions;

The procedure for accessing the DinaCard system is initiated by a bank or other payment service provider interested in joining the network. The access procedure is implemented in line with the Operational rules of the DinaCard network and Information paper – Access to DinaCard system, which is presented to the applicant by the NBS upon the receipt of application.

Other legal entities

Other legal entities in the DinaCard system may perform the following operations:

  • Transaction processing – card management, ATM and POS terminal management and monitoring, mobile payment transaction processing and online transaction processing;

The procedure to access the DinaCard system is initiated by other legal entity interested in participating in the system. The access procedure is implemented in line with the Operational rules of the DinaCard network and Information paper - Access to DinaCard System which is presented to the applicant by the NBS upon the receipt of application.
